NEW YORK (MYFOXNY) - A New York City man died after he crashed into an upstate river while paragliding.

It happened Wednesday in the Wallkill River in New Hampton.

The State Police says that Rupert Cebular, 47, of Manhattan and another man were each operating powered paragliders from Randall Airport in Middletown.

Cebular was flying his paraglider over a branch of the Wallkill River, practicing a touch and go maneuver on the frozen river surface, when he broke through the ice and lost control of his paraglider.

Witnesses and the other pilot pulled Cebular from the river but he was already dead.

He was transported to the Orange County Medical Examiner’s Office, where an autopsy will be performed to determine the cause of death.

A powered paraglider is a form of ultra-light flying machine in which the pilot wears a motor on his or her back which provides thrust, and a paraglider wing, similar to a parachute, which provides lift.

In 2013, New York Gov. Andrew Cuomo created a state panel to investigate public corruption, called the Moreland Commission. But the governor is accused of interfering with investigations and compromising the commission's work. Republican Astorino, who is running against Cuomo, claimed Cuomo didn't hand over evidence to State Police. Astorino wants a special prosecutor to find out if any state and federal laws were broken.
