Investigators say a family found their cat hanging from a fence late Tuesday afternoon.
"He was just a really friendly cat. Everybody in the neighborhood, people you know would feed him, people could pet him," Brandi Miles said.
But Miles' cat was found dead wrapped up in a trash bag after PSPCA investigators say a neighbor tied it up to a backyard fence by its neck.
He spoke to that suspect who did not give us his name. PSPCA says they wrote him a $750 ticket for animal cruelty.
"I say I'm sorry I said very I'm sorry. I never tied intentional," he said.
When FOX 29's Dave Kinchen asked him why he tied the animal, his response was, "why do that? Because…you know, I don't know exactly ok?"
He says he did nothing wrong because the cat was running around for a month and the owner never behaved the cat. Brandi says her cat was never a problem to anyone.
"He was really friendly. He would go to anybody. People could pick him up and he wouldn't fight. He would let you pet him as long as you wanted," she said.
Though investigators say the suspect confessed he has not been arrested. PSPCA's George Bengal says he could be if they find witnesses to the crime. They are checking surveillance video now.
"There's no reason you know, that we can see that would be legitimate for doing this to this animal," Bengal said.
