Secret tunnel

There's been a huge battle brewing over the need for another tunnel under the Hudson River. The two tunnels that are currently being used by NJ Transit and Amtrak are more than 100 years old.

Instead of worrying about the billions it would cost to build a brand new tunnel, why not use existing infrastructure?
